About
Dr. Felix Schulz
Founder, Aurora Strategy
Independent consultant working at the intersection of European public policy and hydrogen market economics. We help developers, investors and industry bodies turn policy signals into decisions they can defend - grounded in primary sources and stated confidence levels, not headline numbers.
Focus areas
EU hydrogen & energy policy
The Hydrogen and Decarbonised Gas Market Package, RFNBO/additionality delegated acts, REPowerEU and the Hydrogen Bank - read for what they change on the ground, not just what they say on paper.
Project & market economics
Levelised cost modelling, offtake structuring and the gap between announced pipeline and projects that actually reach FID - the same discipline behind the Hydrogen Tracker's verification layer.
Political & stakeholder risk
Reading which institutions, ministries and interest groups actually move a file, and translating that into a risk register a client can act on.
Forecasting & scenario work
Connecting a policy signal to a market outcome with an explicit, stated confidence level - never presenting a forecast as more certain than the underlying data supports.
How engagements run
01
Scoping call
A short call to understand the decision you're actually trying to make, and whether this is the right fit.
02
Source-first research
Primary sources first - official texts, filings, project-level reporting - cross-checked rather than taken on trust, in the same spirit as the tracker's verification layer.
03
Decision-ready output
A memo, briefing or model built around the decision at hand, with sources cited and confidence stated - not a slide deck for its own sake.
04
Ongoing monitoring (optional)
For clients who need it, retained advisory with scheduled policy and market monitoring rather than one-off reports.
Why the tracker exists
The Hydrogen Tracker started as a research tool for our own advisory work: existing databases go stale within months of publication, and clients kept asking for the same basic diligence question - “is this project actually still on track?” - that a static spreadsheet can’t answer. Building a tracker that independently re-verifies status against primary sources, with a visible audit trail per project, turned out to be the most credible way to demonstrate how we approach every engagement: cite it, date it, verify it before you rely on it.
Get in touch
For scoping calls, speaking engagements or press enquiries, email us directly. A short note on the decision you’re trying to make is more useful than a long brief - we can go deeper on a call.
